1.   Bilateral Cooperation
 

We have Bilateral MOUs and agreements with 18 countries in the field of Telecommunications & IT, namely Kuwait, Uzbekistan, Israel, Iran, Maxico, Germany, Belarus, France, South Africa, South Korea, Mauritius, Mangolia,  Cyprus, Russia, Mynamar, Australia, Sudan and Tunisia.
 

In general, in the present scenario of liberalization and privatization of communication services world over, scope of cooperation activities at bilateral level between the Governments is waning day by day but even though we are having activities within the framework of these MOUs with France, Iran, Myanmar, Sudan, South Africa and Tunisia.   

Important related activities are:

 In addition periodic bilateral coordination meetings are held with the Telecom Administrations of Bangladesh, Bhutan, Nepal, Russia relating to telecom operational matters

2.  Multi- lateral cooperation

 IR Cell is the nodal cell in DOT for coordination with the following multi lateral, Inter-governmental bodies in the field of telecommunications.

II.                  International Telecommunication Union (ITU)

III.                  South Asia Association of Regional Cooperation (SAARC)

IV.                 United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP)

V.                  Commonwealth Telecom Organisation (CTO)

VI.                 International Telecommunication Satellite Organization (ITSO)

VII.                 International Mobile Satellite Organization (IMSO)

VIII.                Asia Pacific Satellite Communication Council (APSCC)      

3. PROJECTS

      IR Cell in DOT is a nodal point for coordinating the execution of projects under special aid/credit line arrangements from Government of India and  

                 3.1         Projects under process

·       Establishment of trans- border optic fiber cable link between Myanmar and India and other telecom facilities in Myanmar

·       Establishment of multi-purpose community tele center in Afghanistan

·       Establishment of V-SAT based Pan African network in 53countries providing  e-education and e-health, e-governance  etc services

·       Establishment of a Cambodia-Laos-Myanmar-Vietnam (CLMV) Network       for providing e-enabled services like e-education and e-health, e-governance      etc

 4.   Hosting of the Important international Events by  DOT

         4.1    Events hosted recently  

The Department of Telecom celebrated the 17th May as World Telecom  and  Information Society day in the conference hall of Sanchar Bhawan at 1230 hours  The theme  for this year is CONNECTING YOUNG : THE OPPORTUNITIES OF ICT”.

  The event was chaired by Shri K Sridhara , Member (technology), DOT . A  large gathering of dignitaries and  staff participated the celebrations and listened  to a video message of Secretary General ITU  and a Power Point Presentation about ITU  by Shri R N Jha , DDG(IR)

4.2   Events planned for hosting

·        India Telecom  2007 in  December, 2007 .

5.     Deputation of the officers

IR Cell processes the cases for the deputation of the officers for participating in the international events/training/study visits/bilateral meetings, conferences etc to the events conducted by various multilateral and other agencies.   About 49 officers were deputed during the last year.    

In addition, IR Cell is also processes the deputation of the officers to Premier Training Institutes in India like IIM Bangalore, MDI Gurgaon, IIPA etc. for attending one to two years specialized management and other courses. During the last year about  2 officers were deputed to these programmes.

 

6.      Meetings and Bilateral Cooperation 

 

      • H.E. Mr. Yoshi Hide SUGA, Minister of Internal Affairs and Communication along with the 10 members delegation visited India in January’ 2007.   The Japanese delegation led by Mr. SUGA met CMD and Board of Directors of BSNL on 12.1.2007 in New Delhi.  BSNL made a presentation to the Japanese delegation highlighting the activities of the BSNL. 

 

      • H.E. Mr. Yoshi Hide SUGA, Minister of Internal Affairs and Communication along with the a delegation, during their visit to India, met Hon’ble MOC&IT on 13.1.2007 at Chennai.  During the meeting both the dignitaries had discussions in the field of ICT and discussed issues concerning the two countries. 

 

      • A French delegation led by H.E. Mr. Francois Loos, Minister for Industry (also incharge of Telecom & IT), France called on Hon’ble MOC&IT on 19.1.2007 in Chennai.  During the meeting both the dignitaries had discussions in the field of Information and Communications Technologies.  The discussions included the ongoing activities and future activities of the French Companies in India.

 

      • H.E. Mr. Mauri Pekkarinen, Minister of Trade and Industry of Finland called on Hon’ble MOC&IT on 23.1.2007 in his office in New Delhi.  Both the dignitaries had discussions and exchanged views on the development in their respective countries in the field of ICT.  
      • The official level meeting of the 10th Indo-Australia joint Ministrial Commission (JMC) meeting was held on 27-2-2007 in Udyog Bhawan , Deptt of commerce. Sh P.K Dash joint Secretary Deptt of Commerce Co-Chaired the meeting to discuss the strategic cooperation in key sectors including ICT. ADG(IC-II) attended the meeting from DOT side.

 

·        H.E Mr Haji Abdul Ghafar , High Commissioner of Brunei-Darussalam in India , Called on Hon’ble MoS (C & IT) in Dak Bhawan on 8th September, 2006.Both the dignitaries discussed the relations of India and Brunei-Darussalam in the Field of ICT. DDG(IR) and Dir(IR-1) were also present in the meeting.

 

·        H.E Pehin dato Lim Jock Seng , Minister of Foreign affairs and Trade of Brunei Darussalam called on Dr Shakeel Ahmed , MOS ( C & IT) in his chamber at Dak Bhawan on 10th Oct ,2006. Both the  dignitaries  exchanged views on the going development in the  two  countries  in  the field of Telecom. DDG (IR) and     Dir( IR-1) were present in the meeting from DOT side.

 

·        5th Indo – French Joint working Group on IT & Telecom was held in Paris at France from 19th to 22nd September , 2006. Sh N. Parameshwaran , DDG (AS) , DOT and Sh R.J.S. Kushwaha, Joint Wireless Advisor (N) , DOT were the representative of DOT in Indian delegation led by Secretary , Department of  IT.

 

·        H.E Ms. Asha Rose Migiro , Foreign Minister of Tanjania called on Hon’ble MoC & IT on 22nd November , 2006 in New Delhi. Both the dignitaries discussed the bilateral cooperation between the two countries in the field of ICT.

 

·        A 50 Member Egyptian delegation consisting of officials from Govt.  as well as business sector and headed by H.E Dr Tarek Kamel , Minister of Communication & It of Arab Republic of Egypt visited India on 27.11.06.  

·         A meeting was held in New Delhi on 27th November, 2006 with the Senior officers of DOT , DIT & DOP. Dr. Shakeel Ahmad Hon’ble MOS (C & IT) chaired the meeting from Indian side. DDG (IR) and Dir(IR-I) attended the meeting from DOT side.  An MOU in the field of ICT was signed between the two countries in Chennai on 28-11-2006 at the Minister level. JS (T) attended the meeting from DOT side.

·        A delegation led by Mr Basen Fawaz Rousan , H.E. Minister of Communication & IT of kingdom of Jordan called on Dr. Shakeel Ahmad , Hon’ble MOS (C & IT) on 01-12-2006 in his chamber in Dak  Bhawan. They exchanged the views on the developments taking place in two countries in the field of ICT.

·       A six member delegation from Telkom ,SA, the largest fixed lines communication company in South Africa visited India during 2nd to 9th December 06.The delegation called the officers of USO Funds , DOT , BSNL , TRAI & C-DOT and sought views in respective areas.  The purpose of the visit was to study the aspects of rural telephony, including policy, regulation, finance and Technology.  

·        Meeting of Technical experts of India & Russia was held in New Delhi from (5-7), Dec, 06 to review the operation and maintenance of Direct Secure Communication Link between 7, RCR, New Delhi & Kremlin, Moscow.  

·        A meeting was held in the Chamber of Director (IR-I), DOT on 8.12.2006 to discuss the proposal & issues related to the funding by the Public Private Infrastructure Advisory Facility (PPIAF)  - a multi donor Facility Administered by the World Bank.  Representative officers from C-DOT, TRAI attended the meeting.  

·        An American delegation led by Ambassador David A.Gross called on Chairman, Telecom Commission in his office on 4.12.2006. They discussed issues related to the mutual cooperation in the field of rural telephony in other developing countries. 

·        H.E. ·        A five-member Maltese goodwill delegation of parliamentarians led by H.E. Dr. Jason Azzopardi. Member of parliament & Chairman standing committee called on Hon’ble MOS (C&IT) in DAK Bhawan on 13-3-2007. they discussed  the present telecom scenario in both the countries.  

·       DDG (IR) & DIR (IR-I) had a meeting with the visiting senior Advisor on Economic Integration for the Bureau of south and central Asia Affairs at the Department of the state of USA, Mr. Robert Deutsch in Sanchar Bhawan on 23rd March, 2007. First secretary of the US Embassy was also present during the discussions. Mr. Robert requested for the participation of Indian side in the central and south Asia Regional Telecommunications policy and Regulatory forum to be held at Almaty, Kazakhestan from 3-5 April, 2007.

·       Mr Carl Bildt. Minister of Foreign Affairs of Sweden and Mrs Bildt called on Hon’ble MOC&IT on 3-5-2007 in New Delhi Both the dignitaries exchanged views and discussed the present Scenario of the ICT in both the countries. 

·       An Inter- Ministerial meeting under the chairmanship of JS, Deptt of commerce was held in Udyog Bhawan to discuss the agenda for forthcoming JTC meeting with Tangania. ADG (IC-II) from DoT attended the meeting. 

·       A meeting with two member Polish delegation was convened with the representatives of Indian Telecom companies namely, BSNL MTNL, Bharti Enterprises, Reliance Infocomm, Tata Tele Services under the chairmanship of DDG (IR), DoT on 10th May, 2007 in Sanchar Bhawan. A presentation was given by the Polish delegation on the current status of Polish Telecom market in respect of Tender to be floated by Poland for Basic services in Poland. Poland side was interested for participation in their telecom market by Indian operators. Director (IR-I) also participated in this meeting. 

·        An Inter-Ministerial preparatory meeting under the Chairmanship of JS (Gulf/Haj), MEA, prior to the 9th    Session of India-UAE Joint Commission was held in MEA, South Block on 01-06-2007 ADG (IC-II) along with GM (QPT), TCIL attended the meeting from DoT side.

·        The 9th Session of India-UAE Joint commission meeting was held in MEA, south block on 05-06-2007, under the Chairmanship of JS (Gulf/Haj), MEA, Director (IR-I) attended the meeting from DoT side.      

·        The 18th Indo-Bhutan Telecom operational coordination meeting (TOCM) was held in Sanchar Bhawan on 29-30 March, 2007. Member (T) from the Indian side chaired the meeting. Mr. Tenzin Chhoada, Director Deptt. Of IT, MOIT, Bhutan from the Bhutanese was leader of the Bhutenese delegation.  A Seven-member delegation from Bhutan, DDG (IR) & DIR (IR-I) from DoT and four members from BSNL participated in the meeting. The meeting ended with a friendly note from each side.

·       On the invitation of Secretary, DOT, a 12 member Chinese delegation led by H.E. Mr. Jiang Yaoping, Vice Minister, Ministry of Information Industry of People’s Republic of China (PRC) visited India in late August’ 2007.

·       Secretary (T) led the 14 members Indian delegation, and met the Chinese Vice Minister and the Chinese Delegation on 28-08-2007 in Hotel Le-Meridien, New Delhi  .Presentations were made to the Chinese delegation by DOT, TRAI on telecommunications sectors, regulations and universal service etc. Both the sides exchange views with the objective to enhance and exchange cooperation between the two countries in the field of Information and communication Technology.

 

7.      Foreign Deputations 

·        Shri Arun Kumar, TDM Rae Bareillyr from BSNL  was deputed  to attend the   Training Program on “ Disaster Management Network System ” from 27  September 2006 to 4th  October 2006 at Tokyo , Japan on APT fellowship.   

·        Shri G.P. Sinha, Diector (IR II) from DOT was deputed  to attend the ITU/TEMIC training programme on  “ ICT Development and Management ”  from 11th  - 22nd  September 2006   at Ottawa and Montreal ,      Canada on part fellowship.   

·        Shri A.K. Das, DDG(SU),  DOT  was deputed  to attend meeting of the Ordinary Assembly of IMSO  from 25th  September 2006 to 29th  September 2006 at London , UK. 

 ·        Shri M. Sahu, JS(T)  from DOT  was deputed  to attend the Nokia CEO  Summit in Asia from  27th  September 2006 to 29th  September 2006 at Philippines.   

·        Shri K. Sridhara, Member(Technology), Mrs S.A. Trimzi, Adviser(Finance), and Sh. Vijender Kumar, Director(IR- I) from DOT were  deputed  to attend the APT  Management Committee meeting at Maldives from 18th  - 21nd  September 2006.

 ·        Shri R.J.S. Khusvaha, Wirelss Adviser and Shri N. Parmeswaran, DDG(AS) from DOT  participated as a member of Indian delegation led by Secretary (DIT) to the 5th Indo – French JWG Meeting on Information Technology and Telecommunication from 19-22 September , 2006 at Paris .  

·        Shri Shakeel Ahmed, Honble Minister of State (C & IT)  accompanied by Shri Hukum Singh Meena, Private Secretary was deputed for meeting at Brunei on 19th September , 2006.  

·        A delegation led by Shri D.S. Mathur, Secretary (Telecom) along with Shri N. Parmeswaran, DDG (VAS) DOT for attending Indian Telecommunication Day at New York , USA from 11th - 14th  October 2006.                            

 ·        Shri K. Sridhara, Member(Technology) and Shri R.N. Padukone, Sr DDG TEC from DOT participated in the 3 GSM World Congress Asia 2006 from 16th to 18th October , 2006 at Singapore.  

·        Shri Y.S. Bhave,  Special Secretary (T) from DOT  was deputed for Visiting British Telecom in London from 23rd to 25th October 2006 at London, UK and  also visited USA in connection with setting up of Telecom Testing & Security Centre in India from 26th to 28th October , 2006. 

 ·        Shri Asit Kadayan, Director from TEC  was deputed for validation of Nokia GSM Network Element viz NSS tests at Helsinki , Finland from 30th October , 2006 to 8th November , 2006 on BSNL Expenditure.   

·        Shri R.J.S. Kushwaha of DOT from  WPC Wing participated in the ITU-R Study Group –1  working parties WP 1A , WP 1B and WP 1C meetings from 11-13 October , 2006 at Munich , Germany and 16th to 17th October 2006 for Geneva.  

·        Deputation of Indian Delegation led by Shri D.S. Mathur, Chairman, Telecom Commission & Secretary Telecom,  DoT along with ten other members for participation in the Plenipotentiary Conference-2006 of ITU from 06-24 November, 2006 at Antalya, Turkey.  

·        Shri M. Sahu, JS(T), Shri N. Parmeshwaran, DDG(VS) and Shri G.P. Srivastava, DDG(CS) from DOT were deputed for  inter ministerial delegation to USA , UK & Belgium from 13-17 November 2006 regarding Network Operation , Control System operation and Security related issues in AT & T and  British Telecom .  

·        Shri Santokh Singh Legal Advise from DOT was deputed for Network Operation and Control System its Operation and to have interaction with US authority concerning security and legal aspects to New York 13-15 November 2006 and Dallas/Texas  16-17 November 2006 USA

 ·        Shri Ashwini Kumar,  Director (TL), TEC was deputed to attend ITU–T Study Group-16 Meeting at Geneva, Switzerland from 14-24 November,2006.  

·        Mrs Sadhna Dikshit,  Sr.DDG (LF), DOT, New Delhi was deputed for participating United Nations Conference on Trade and Development (UNCTAD) Expert Meeting on Universal Access to Services at Geneva, Switzerland from 14-16 November, 2006 on UNCTAD expenditure.  

·        Deputation of Indian delegation led by  Secretary(T) , DoT along with the Administrator (USOF) , DDG(LR) , DDG(IR) and Asst. Protocol Officer as member of delegation for participation in the ITU Telecom World 2006 from 03rd  to 08th December 06 on government expenditure  at Hong Kong , China.  

·        Deputation of  Senior DDG(VIG) Shri D.K. Agarwal, for participation in the Residential programme on a new approach to Vigilance  from 19th  December 06 to 23th December 06 at Kathmandu , Nepal sponsored by Delhi Productivity Council.  

·        Deputation of  Shri Sudhir Kumar Saxena, Director(T) , Director(WPF) for participation in the ITU Telecom World 2006 from 04th to 08th December 07 on ITU fellowship at Hong Kong , China.  

·        Deputation of Ms Geeta Paul,  CCA , Karanataka , DoT for attending the Workshop on Access to Information and Intellectual Property Rights Issues from 19th to 22nd December , 2006 at Islamabad, Pakistan.  

·        Deputation of  Shri V.V. Singh,  Deputy Wireless Advisor, DoT to participate in the APT Seminar on WRC-07 and 4th APT Conference Preparatory Meeting for WRC-07 and APT Wireless Forum Interim Meeting 2007at Bangkok, Thailand,  from 07th to 12th January 2007, on APT Fellowship.  

·        Deputation of  Shri A.K. Das, DDG (SU), DoT for attending the Advisory Committee Meeting of the  IMSO from 15-16th January 2007, at London, U.K on government expenditure.  

·        Deputation of Indian Delegation led by Shri R. Bandyopadhyay, Additional Secretary (T), DoT along with Associate Director   Indian Institute of Science, Bangalore , and Director (IP), DoT as a member  to get first hand knowledge for setting up of Telecom Security Certification Center in India  from 29-31st January to UK and 1-2nd February, 2007 at France on government expenditure.  

·        Shri Rakesh Bedi,   ADG (NW),TEC, DoT was deputed  to participate in the APT Workshop on Telemedicine at Bangkok, Thailand,  from 06th to 07th  February 2007, on APT Fellowship.  

·        Deputation of Indian delegation led by  Hon’ble  Minister of Communication & IT, Government of India  along with to Member (T), Joint Secretary (T) , Sr.DDG (TEC)  PS to Hon’ble MoC &IT , DDG (IR) Barcelona, Spain from 12-15th February, 2007 on government expenditure.  On this occasion, recognizing the best practice being adopted by Indian Telecom Sectors for the rapid growth of mobile services, GSM Association presented Government Leadership Award to Hon’ble MOC&IT  

·        Shri V.V.  Singh, Dy. Wireless Advisor, DoT was deputed  to Geneva, Switzerland, for attending Conference Preparatory Meeting from 19th February to 2nd March, 2007 on government expenditure.  

·        Shri G.P. Srivastava, DDG (CS) was deputed to Washington DC as a member of Indian    

·        delegation for  attending 5th HTGC Meeting from 22-23rd  February, 2007. on government expenditure.  

·        Deputation of Indian delegation led by Shri R. Bandyopadhyay, Additional Secretary (T) , DoT along  with Legal Advisor, DoT  and   DDG (AS),DoT    from  31st March to 5th April, 2007 to undertake meeting with FCC, FBI, TIA and other Industry Association of USA on Government expenditure.  

·        Mrs Rajni Taneja, DDG (USOF), DoT was deputed for attending training course on e-Government and ICT at Tokyo, Japan from 8th to 14th March 2007 on APT Fellowship.  

·        Shri Shiv Narain,  Director (SU-III), DoT was deputed for attending Twelfth APT Standardization Program Forum from 12-15 March, 2007 and APT-ITU Workshop on NGN Planning from 16-17 March 2007, at Bangkok, Thailand on APT Fellowship.  

·        Mrs Anuradha Joshi Durgapal,  G.M(Finance) , Ghaziabad was deputed for attending the meeting of study Group–III  on Tariff and accounting principles including related Telecommunication Economic and policy issues from 26th –30th March , 2007 at Gewneva , Switzerland.

  • Deputation of  Deputy Wireless Advisor, DoT to participate in the APT Seminar on WRC-07 and 4th APT Conference Preparatory Meeting for WRC-07 and APT Wireless Forum Interim Meeting 2007at Bangkok, Thailand,  from 07th to 12th January 2007, on APT Fellowship.

·       Deputation of Dr. Ashok Chandra, Joint Wireless Advisor (WPC), DoT for    participation in the 2nd Centre for Tele Infrastructure Workshop on Cognitive Radio Technology held during 22-23rd May, 2007 at Denmark on Government expenditure.     

  • Deputation of Shri Ajit Singh Bhola, DDG (FEB), DoT for attending ITU/TEMIC training programme 2007 for Telecommunication Senior Management from 21st May to 01st June, 2007 at Montreal, Canada on part fellowship.
  • Deputation of Sh. R.J.S. Kushwaha (JWA), from WPC participated to represent India’s Policyin the field of Information and Communication Technology and services in the French National Advisory Board meeting on 2nd May 2007 at Paris, France. 
  • Deputation of Shri P.K. Garg, Wireless Advisor (WPC), DoT for participation in the meeting of Radio Regulations Board of International Telecommunication Union  held from 4th to 8th June, 2007 at Geneva, Switzerland on ITU expenditure.
