Dear Sir,

I would request you to provide the following information under the Right to Information Act, 2005 (RTI Act):

a. Is there a requirement of obtaining an Internet Service Provider (ISP) license, or any similar license or authorisation from the Department of Telecommunications, and/or any authorisation from the Telecom Regulatory Authority of India, for provision of internet peering (interconnection) and caching services for telecom service providers, internet service providers and internet content providers across different cities in India.

b. Is there a requirement of obtaining any authorisation or ISP license from the Department of Telecommunications and/or Telecom Regulatory Authority of India for provision of internet exchange services in India.

c. Is there a requirement of obtaining any authorisation or license from the Department of Telecommunications and/or Telecom Regulatory Authority of India for re-selling the above mentioned internet services in India.

d. If the answers to the first three questions are in the affirmative, please clarify if M/s Extreme Infocom Private Limited has procured, or is in the process of procuring, all the requisite licenses and authorisations required to carry on its business. I have attached relevant documents which state that M/s Extreme Infocom Private Limited is currently running several internet exchanges and providing services of internet and internet interconnection for other telecom service providers and internet service providers.

e. What are the consequences and penalties for providing the above mentioned services without a valid license or authorisation.

In case the information is held by or related to another public authority, I would request you to transfer the aforementioned queries to that other public authority as per Section 6(3) of RTI Act and intimate me about the transfer.
