    About us:

    Satellite based communications services started in India in the year 1982 after the launch of INSAT-1A satellite. In the same year, a specialized Unit, namely, SATCOM Monitoring Centre (SMC) Division (earlier named as Network Operations and Control Centre (NOCC)) was created under DoT for operational control and monitoring of satellite communication services in accordance with decision of INSAT Coordination Committee (ICC) which was a Secretary level inter-Ministerial Committee [DoT, DoE, DoS, MoI&B, Meteorological Dept.]. Since then, the NOCC is working as a Nodal Agency for operational control, monitoring and coordination of all satellite based services and networks in India.

    Broad Mandate & Functions:

    • Operational control, coordination and monitoring/regulation of all the satellite based communication services [Like VSAT applications, Broadcasting, Direct to Home (DTH), Digital Satellite News Gathering (DSNG), Internet Service Providers (ISPs), etc.] in India through Indian/Foreign satellites.
    • Mitigation of RF (Radio Frequency) interferences for satellite communications and coordination with different satellite administrators/agencies for resolution of the interference problems and handling different satellite user’s complaints.
    • Testing/validating conformity of the earth station/DSNG transmit antennae of the licensees to the latest ITU/TEC standards.
    • Analysing and processing of frequency plan/ carrier plan and link budget proposed by various SATCOM services licensees; preparation of their final frequency plan and link budget and issuance of approvals for the same.
    • Handling contingency operations in case of failure of transponder or satellite.
    • Issuing uplink permissions to the different satellite service providers and verification of compliance/ conformity of license conditions by them.
    • Coordination with different stakeholders for introduction of new Satellite Technologies & Systems in the Network viz. LEO, MEO and High Throughput Satellites (HTS), etc. and providing assistance/ inputs in this respect to the concerned decision making bodies/ Committees.
    • Coordination with Telecommunication Engineering Centre (TEC) on Interface Requirements/ Specifications for Satellite Systems.
    • Keeping a vigilance over power being transmitted by different operators so that Satellite Transponders are not over-powered/ saturated (and therefore not burnt/damaged);
    • Monitoring interferences caused by different Hubs, Teleports, Tx Antennae for mitigating the same in coordination with different agencies/licensees; more than 60 major interference issues are being observed and resolved by NOCC every year apart from many more minor interference issues.
    • Keeping a check on illegal/ unauthorised transmissions; and carry out compliance verification of Tx/Rx parameters of all authorised SATCOM service providers/users.

    Policy and Guidelines

    As per Satellite Communication Reforms-2022 taken by DoT, all satellite operators (public and private) are requested to use only Saral Sanchar Portal (i.e. ONLINE mode) for submission of applications for Frequency/carrier plan approval, applications for Uplink Permission, Monthly Operation Reports and validation of self-certified details of antenna parameters.
